Description

This call for tenders aims at the fulfilment of following general objectives:

  1. Enhancing the uptake of strategic public procurement (procurement of innovation, green procurement and social procurement) in the European Economic Area (EEA),
  2. Contributing to the economic recovery of the EU, stimulating innovation and start-ups,
  3. Improving the business environment of the SMEs, in particular innovative ones by facilitating access of small and medium-sized enterprises (SMEs) to public procurement.

The tender is divided into two lots:

Lot 1 Strategic procurement training for public buyers

The specific objective of the service within the Lot 1 is to encourage contracting authorities to build an internal culture favourable to innovation. The trainings organised should aim at the later while covering also legal and practical procurement aspects. This initiative aims at providing specialised training to (i) public buyers’ staff and to (ii) decision makers at both technical and political levels to build knowledge and capacity for execution of strategic procurement (with special emphasis on innovation at all levels of the public organisation). Through the implementation of the action, the participants to the trainings will develop skills to increase their technical capacity on innovation at all levels of the public organisation.

Lot 2 SME friendly strategic procurement training for central purchasing bodies (CPBs)

The specific objective of the service within the Lot 2 is to improve the administrative capacity of the staff with key procurement functions in the Member States’ central purchasing bodies. The initiative is expected to generate a significant impact, given the procurement volume of CPBs operating in Europe at national, regional, local, or sectoral level. Increasing the administrative capacity of staff will also facilitate access of SMEs to public procurement and foster the use of strategic procurement (procurement of innovation, green procurement, and social procurement), providing SMEs participate in these procurement markets with greater opportunities for growth and scale up.
