Making the internal market more effective

About

Market surveillance ensures that products comply with EU rules, protecting the safety and well-being of European consumers. Enforcing these rules allows compliant companies to benefit from fair and equal conditions for all businesses, while consumers gain greater trust in the products they buy and the Single Market.

EISMEA makes the internal market more effective by supporting market surveillance actions that ensure only safe and compliant products are available in the EU. 

The Agency strengthens cooperation among EU Market Surveillance Authorities (MSAs) and implements grant and procurement actions under Regulation (EU) 2019/1020 on market surveillance and compliance of products. They include:

 

  • Joint Actions on Compliance of Products in the EU and EFTA countries (JACOP) 

JACOP is an ambitious initiative that tests a wide range of products for safety and compliance, for example:

  • consumer goods (toys, textiles, electrical appliances such as fridges and air conditioners);
  • medical devices (dental implants, hyaluronic acid injectables, dermal fillers);
  • detonators, lifeboats, biocides;
  • and many more.

At the same time, the initiative fosters cooperation and the exchange of best practices among the almost 30 EU/EFTA participating countries and the European Commission.

 

  • Establishing and operating Union testing facilities (EUTF), instruments for international cooperation, and technical or scientific expertise to support the functioning of the EU Product Compliance Network

The goal of Union testing facilities is to increase available laboratory capacity for market surveillance purposes and ensure the reliability and consistency of testing. These laboratories also provide technical and scientific advice and help develop new testing techniques and methods.

 

EISMEA manages these actions on behalf of the European Commission’s Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW).
