In the European Union, market surveillance plays a critical role in ensuring that products comply with applicable regulations, protecting the safety and well-being of European consumers. Companies that comply with regulations maintain their market share, as consumers increasingly choose to trust companies on the Single Market that demonstrate commitment to safety and compliance.
EISMEA helps create a more effective internal market in the EU. By strengthening cooperation with EU Market Surveillance authorities (MSAs), EISMEA supports market surveillance actions that aim to ensure that only safe and compliant products are available on the EU market.
The Agency is responsible for implementing several grant and procurement actions that contribute to the effective application of Regulation (EU) 2019/1020 on market surveillance and compliance of products.
This includes the setting up of Union testing facilities, instruments of international cooperation, and technical or scientific expertise, in support of the EU Product Compliance Network and Joint Actions on Compliance of Products in the EU and EFTA countries (JACOP). JACOP is promoted under the Framework Contract CASP-JACOP and funded by the Single Market Programme. The ambitious initiative is already implementing product-specific activities (PSAs) until the end of March 2026, fostering cooperation and exchange of best practices among the 27 participating countries and the EU. JACOP tests a wide and diverse variety of products, ranging from medical devices, such as dental implants, hyaluronic acid injectables and dermal fillers, to consumer goods including toys, ecodesign and energy labelling products, measuring instruments, electrical appliances, and more.
The management of these calls is delegated to EISMEA by the Directorate General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) of the European Commission.
